High Volume Transport

Vital transport research to ensure accessible, affordable and climate friendly transport for all.

Supporting the next generation of NDCs and the SDG Decade of Action

This project would be led by SLOCAT and bring in several partners to create a coordinated piece of work supporting the NDCs and the Decade of Action. The project will require the PMU to ensure that all projects in this pillar are coordinated to complement each other and integrate as much as possible. The following outlines key workstreams for this project.

At COP28 in Dubai, countries were encouraged to submit ‘economy-wide’ NDCs by 2025, which is work SLOCAT has been supporting since 2015, including the development of the NDC Transport Tracker and the production of several global and regional analysis reports. The UN Economic and Social Commission is supporting member states in strengthening regional cooperation and advancing environmentally sustainable transport in the region.

This project has a number of elements that will combine to support region’s policy makers to be best positioned to revise the NDCs and commit to achievable goals. As for the SDG Decade of Action input, the project will include the following: The Decade of Action calls for accelerating sustainable solutions to all the world’s biggest challenges – ranging from poverty and gender to climate change, inequality and closing the finance gap.

The UN Resolution which proclaims the UN Decade “calls upon UNDESA, in collaboration with the UN regional economic commissions, to prepare an implementation plan in consultation with Member States and other relevant stakeholders.”

The UN Decade can play an essential role in driving closer cooperation within the UN system, countries and other stakeholders to harness and enable the full potential of sustainable, low-carbon transport for people and the planet. The Decade of Action begins on 1st January 2026, and there is now a tight deadline for consultation and development of the framework, with only limited budget available.

SLOCAT is acknowledged in the UN Resolution as a key stakeholder and has been collaborating directly with UNDESA, and the regional commissions UNECE and UNESCAP since its adoption. This project (further details attached) would help to bolster activities in a number of ways including:
